The latest issue of satirical French magazine Charlie Hebdo is stirring controversy because it depicts victims of Hurricane Harvey as neo-Nazis.

“God Exists! He Drowned All the Neo-Nazis of Texas!” reads the English translation, according to the New York Post.

The record-breaking storm, which has displaced tens of thousands of people, has also claimed at least 31 lives — but this isn’t the first time the antagonistic publication has made light of the disaster. They drew ire in 2016 after portraying victims of a deadly quake in Italy as pasta dishes.

This angered many Italians, who noted their public support for the magazine after 12 of the organization’s staff were murdered in a terror attack in 2015 following the publication of cartoons depicting the Muslim Prophet Muhammad.

Not everyone recalls the deadly shooting, though; in response to Thursday’s “Harvey” cover, former U.S. Congressman Joe Walsh called Charlie Hebdo a “rag” that “makes fun of everyone but Muslims.”
